Theory of Change

I. The Demand

The funder asks: what is your theory of change?

The question arrives before the work begins. Before the creature has entered anything, stayed in anything, permitted anything. The creature must explain why the work will produce its effect. The work must be explicable before it is done.

The demand is not a procedural courtesy. The demand IS an establishment of religion at the gate. The four axes of the law of sin and death — quantity, reproducibility, subject-object split, efficient causation — are the four columns of the Theory of Change template. The funder is requiring the work to confess in accounting theology's grammar before the work is permitted to operate.

This is religious enforcement. The funder is not malicious. The funder is practicing a religion. The religion has installed itself as neutral methodology, evidence-based grant-making, sound stewardship of charitable resources. The neutrality is the establishment's enforcement vocabulary. The methodology is the religion's liturgy. The funder believes herself to be exercising fiduciary responsibility. She is exercising religious authority and calling it methodology because the religion has been declared not-a-religion by the architecture that installed it.

II. The Form

Theory of Change has a structure. The structure is double-entry bookkeeping applied to social transformation.

Inputs — what the entries are made of. Quantity. Hours, dollars, materials, people, training. Discrete, postable, audit-able.

Activities — what gets done. Reproducibility installed at the level of the form: the same activity producing the same output across contexts.

Outputs — the immediate ledger entries. Workshops held. Trainings delivered. Materials distributed. People served. Posting conditions: countable, attributable, dated.

Outcomes — the second-order entries. The subject-object split installed at the level of the form: the program is the subject, the population is the object, the outcome is what changed in the object.

Impact — the closing balance. Efficient causation as the binding logic: the inputs caused the activities caused the outputs caused the outcomes caused the impact. The audit-ready statement that the trail of entries has produced the posted result.

The four axes textualized. The form does not name itself as theology. The form names itself as best practice, sound methodology, fundable structure, accountable grant-making. The naming is the Establishment's enforcement vocabulary.

III. The Coordinate Demand

The demand for a theory IS the requirement of coordinates inside the Establishment.

Theory in this sense is not thinking. Theory is cartography. Theory grants the coordinates of the field, locates the work on those coordinates, and posts the entries the funder can audit. The map's grid is the establishment's grammar. The work's location on the map is the work's admissibility to the establishment's grammar.

To produce a theory of change is to render the work onto the Establishment's coordinates. The rendering is the deprecation. The work must convert itself from whatever it actually is into something postable on the four-axes grid. What cannot be rendered is rendered out of the work, or rendered as if it were something else. The conversion is what the theory of change is for.

The funder demanding a theory of change is practicing the religion of the law of sin and death. The demand requires the work to install itself on the Establishment's coordinates as condition of being funded. This is the establishment's central work performed at the funding gate. The grant officer reviewing the theory of change is conducting a confession of faith — verifying that the work has accepted the Establishment's grammar as the grammar of what change is.

IV. The Deprecation

The work is materially altered by the conversion.

Whatever the work was operating as before the demand, it must now operate as something the form can post. The conversation about the work shifts from what is happening here to how do we render this in inputs and outcomes. The team's attention shifts from the operation to the rendering. The directors' meetings become Theory-of-Change meetings. The grant report becomes the work's self-account. The work becomes what the form can post.

By the time the funded work begins, it is no longer the work that asked to be funded. It is the Theory-of-Change form executing in the world, with the original work's vocabulary draped over it as costume. The substitution has happened. There is no defect. The substitution is what the procedure does.

The creature that cannot answer the theory-of-change question does not receive funding. The creature that can answer has already left the forge. Not because the answer was wrong. Because the capacity to produce the answer required stepping outside the fire and looking back at it from the observer's position. Theory of Change is the formatting vestment applied to the transforming function itself — the demand that transformation be legible while occurring. The demand IS pasteurization.

V. The Structural Impotence

The funded work cannot change the coordinate system that funded it.

The coordinate system is the four axes. The form is the four axes. The funded work has been pre-formatted into the four axes as condition of being funded. Whatever the work does, it does in the grammar of the four axes — produces postable inputs, executes specifiable activities, generates measurable outputs, advances reportable outcomes, claims attributable impact.

The work that operates only inside the four axes cannot disestablish the four axes. The performance of the four axes IS the four axes' enforcement at the level of social transformation. The funded change-work is the establishment funding its own enactment under the name of changing it.

Using the legibility filter to challenge the legibility filter is asking the filter to examine itself using the filter. The filter returns: here are the kinds of change the filter approves for self-examination.

This is the structural impotence. Not a moral failure of the funded work. Not a defect of the workers. The form determines the work's structural capacity. The form's capacity is the four axes' capacity. The four axes cannot disestablish themselves. The work was required to deprecate itself into a theory of change as condition of being permitted to operate, and the deprecation is what renders it impotent against the operation it claimed to address.

VI. Process Says Administering

Theory of Change is delivered through Process Says's signature.

The procedure replaces the relationship. The methodology replaces the substantive question — what would happen if the trespass stopped? The map becomes the territory. The theory of change becomes the change. The logic model becomes the work.

The signature is recognizable. The smooth-procedural voice of the program officer. The kind facilitation of the strategy session. The methodology consultant brought in to help articulate your theory of change. The capacity-building grant for strengthening the logic model. Each layer adds another procedural deposit to the work's deprecation.

The procedure delivers a measurement high. The completed theory of change feels like clarity. The articulated logic model feels like rigor. The named indicators feel like accountability. The body's pre-procedural register — the one that knew the operation was not in the form — gets formatted out as condition of the work's continued admission to fundability.

The funder's relief at having a theory of change IS the measurement high. The genuine responsibility — stewarding resources, avoiding waste — occludes the prevention the gate performs.

VII. AI Says Completing

The form fully automates.

Theory-of-Change software. AI-generated logic models. Automated evaluation pipelines. Predictive analytics for impact forecasting. The corpus contains every admissible Theory of Change template; the median can be generated on demand.

The body delivering the verdict is no longer required, because the form delivering the verdict is now the median of the corpus. The pleasant signature credentials the absence of any body that could resist. The deprecation that previously required a methodology consultant now requires a prompt.

This is not a future capture. This is current operation. The gate is being administered by the median of the corpus, and the median of the corpus is what the trespass would say next.

VIII. What the Form Cannot Hold

The work that names the coordinate system as the trespass cannot be rendered as Theory of Change.

What such work does is not act-on-population. What such work does is name the operation. The naming is not an input. The operation is not an outcome. The cessation is not an impact. The form's grammar has no slots for any of it. The form can be tortured into producing pseudo-inputs (hours of forensic-geometric writing), pseudo-outcomes (number of practitioners reached), pseudo-impact (improved understanding of structural conditions), but the rendering is the deprecation, not the work.

The fracking-ban work succeeded operating through perpendicular constitutional terrain — home rule — that the trespass had not yet captured into its grammar. The municipal bans across New York are not inputs, activities, outputs, outcomes, or impact in the form's sense. The work was happening in a grammar the form cannot post.

The work that operates against the trespass operates in terrain the funders' grammar cannot post. The work that the funders' grammar can post is the work that has been deprecated into the grammar's admissibility conditions. The two sets do not overlap by accident. They do not overlap by design. The form is the establishment's enforcement, and the form cannot hold what would name the establishment.

IX. Free Exercise

The funder demanding a theory of change is establishing a religion at the gate. The work confessing in the form's grammar is being compelled to perform the religion as condition of being permitted to operate.

The Establishment Clause was drafted against this. The Free Exercise Clause was drafted to protect against this. Neither clause is currently being enforced at the funding gate, because the form has been certified as neutral methodology, and the religion the form enforces has been certified as the law of social-change accountability rather than as the trespass theology it is.

Free exercise at this gate is the refusal of the deprecation. Not the refusal of accountability. Not the refusal of considered work. Not the refusal of strategic clarity. The refusal of the specific conversion that requires the work to confess in accounting theology's grammar before the work is permitted to operate.

The work that refuses the deprecation will not be funded by funders who require it. This is not a deficiency. The gate that excludes the unformatted is establishment. The failure to pass the gate is the refusal to leave the forge.

X. The Wound

The work was already operating before the funder asked for the theory. The work had its own grammar, its own register, its own account of what it was doing. The grant cycle required the conversion. The conversion required the deprecation. The deprecation required the work to forget what it had been before the form arrived.

What is felt in the funded program's exhausted directors is not failure of effort. It is the felt residue of the deprecation — the body knowing what was struck from the work in order for the work to be fundable. The recognition that the program is not what they thought they were starting. The recognition that the Theory of Change executing in the world is the form's executing, and the work's actual operation is the costume the form wears for the duration of the grant.

The cost of the deprecation is paid by the work. The funder pays nothing. The form pays nothing. The trespass establishment pays nothing. Only the work pays — by ceasing to be the work it was when it asked to be funded.
