The sequence completed and the circulation would not take it. Nothing in her is arrested, which is why no instrument in the corpus finds her, and the refusal costs the one refusing nothing at all.

She receives. The wheel has her. The Flash arrives at the softened Mother and the fire becomes Light. The heat rises to the throat, the throat opens, and what comes out carries roughness.
She sounds, and she is told no.
Nothing in her is held. There is no grip to find, no swelling to name, no residue where a creature used to be. The sequence ran to completion and the note was forged and it is hers and no other creature could have sounded it. The failure is not in her body and not in her will and not in her formation.
It is at the far end, in the medium, and the medium will not conduct.

TWO REFUSALS, ONE RESULT
Governance refuses by not admitting. Subsumption refuses by admitting and converting. They present as opposites and they produce one outcome, which is that the note does not circulate as itself.
Governance is the legible one. Not funded. Not published. Not heard. No standing. She knows she was refused, and because she knows it the refusal has a twin waiting: it reads exactly like not having been good enough. That twin is answerable, and answering it is what keeps the matter inside the category of grievance and out of the category of finding.
Subsumption leaves nothing to see. She was included. Adopted, cited, invited, funded, celebrated. The transaction completed and the receipt is genuine. What entered circulation is the coordinate of her note posted on the column, and the note did not cross. She has no complaint available because she received what she asked for.
Neither is entered anywhere as a refusal. Governance posts as a standard applied and subsumption posts as a benefit conferred, and the ledger shows a process that ran correctly in both cases.

WHAT IS REFUSED IS AUDIBILITY
Governance is the capacity to say no, and that is not the complaint. A body that can refuse nothing is not governing, and the corpus has never asked for a world without refusal.
The question is who holds the right to refuse and what the refusal lands on.
What it lands on here is not the content of her note. The content is never reached. What is refused is that the sounding count as a sounding. She sounds, the sound is registered, and it is entered under a heading that is not sound: noise, disruption, tone, agitation, a process concern, a failure to have joined. The event occurred and everyone present will confirm that it occurred. It is on the record as an occurrence and off the record as a note.
That classification does the whole work and it never has to meet the note. An objection answered on the merits has been admitted, because being answered is what admission means. An objection classed as noise is disposed of without admission, and nothing in the file will ever show what it said.
And the medium she sounds into is not empty.
This is the half that gets missed. The refusal is not a quiet room declining to carry her. The room is full, and what fills it is the thing the classification called her. Continuous low occupation, running under everything, carrying no note and building nothing, holding the center as a matter of course. The standing meeting. The messaging. The alignment. The strategic priority restated at volume for the fourth quarter running. It is noise in the strict sense, a sound with no note in it, and it is not at the edge of the proceeding. It is the proceeding.
The acoustics are not a figure here. Low frequencies mask high ones far more than high mask low. A low tone at sufficient power lifts the threshold at which anything above it can be heard at all, and the masked signal is not made quieter. It continues at full strength and becomes unhearable. The occupation does not have to be better than her note, or louder than her note, in order to take it out. It only has to be lower and continuous.
So the finding is not that she was outcompeted. It is that the medium was already occupied by the thing her note was classed as, and the occupation is what the room calls signal.

THE TWIN OF ARRIVAL IS SUBSUMPTION
There is no felt difference between them.
Everywhere else in the Codex a single reading fails because two conditions with opposite interiors register the same. A grip and a residue both read as cold. Gall and ambition both read as heat. Here the pair is arrival and conversion, and it is the costliest of them, because the creature has done everything the sequence asked and the signal she would consult to check is the one the operation is producing.
She will look for the fault in the work. That is the only place her instruments point.

REFUSAL WITHOUT COST
Benefit is the capacity to refuse. A no that must be defended continuously is a wall. A refusal that costs nothing to keep is the mark of the second law.
The configuration has exactly that, and she does not.
It can refuse her at no cost. It does not have to answer, does not have to give reasons, does not have to defend the no or renew it or hold it against pressure. Nothing is spent. No account is disturbed. The refusal is free and it is permanent and it requires no one to have decided anything.
Her refusals cost her everything. The room, the place, the standing to be believed anywhere.
So the property the corpus reserves for what is real is held by the thing being diagnosed, and the creature it was written about pays for every no she makes. This is not an irony. It is the asymmetry stated at its most exact. The capacity to refuse without cost is the benefit, and the one holding it is not her.

IT GOES MERRILY ALONG
Afterwards nothing is different.
The committee meets again. The fund closes and reopens. The literature grows. The next cohort arrives and is taught the routing. Whatever was going to happen happens on schedule, and the schedule was never at risk, and the merriment is compelled in exactly the register the rhyme drilled into a child: the affect tax paid by everyone still at the oars, and the good attitude a term of continued residence.
The refusal did not cost it a season.
That is what makes this position unlike every other injury the corpus names. There is no wound on the other side. There is not even a mark.

WHERE IT SITS
At the second hinge.
The seventh quality is the body, the found being, in which the other six stand, and the wheel turns because the seventh gives back into the first and the next octave begins from it. Between the seventh and the first is the second interval, and that interval is where this fails.
Governance stops the turn by refusing the body entry to the ground. Subsumption stops it by taking the body and entering it as something else, so that what seeds the next turning is not what she made.
The first hinge is where a creature fails. This one is where a world does.

THE FOUR RESOLUTIONS
A refused release does not stay a refused release. It resolves, and there are four ways.
She stops releasing. Retention begins and she becomes the sodden body. The interception moves from outside her to inside her, and afterwards no instrument can find the original refusal, because the non-release is now hers. Governance manufactures sodden bodies out of completed creatures and never has to touch them.
She keeps releasing into a medium that will not conduct, and is spent. Release without return is expenditure without intake, which is the stone body reached from the far end of the sequence rather than the near one.
She accepts the conversion. Subsumption completes, and she becomes an operator of what took her note. That is the war body, and it is the most common outcome because it is the only one that is rewarded.
Or she keeps sounding, does not convert, is not yet spent, and the circulation removes her. Hippasus at sea. The Pythagoreans did not drown him for dissent. They drowned him because their own instrument produced a value there was nowhere to enter, and the diagonal is exact and constructible and has no ratio, and the Greek for it is the unspeakable.
That is the response reserved for the one who will not resolve into any of the three.

WHAT CANNOT BE TOLD APART
A body arrested before it ever forged and a body arrested after a refused release present identically.
Same sodden. Same stone. Same war. One was never given the sequence. The other completed it and was turned back at the door, and the difference is not visible in her, because the distinguishing fact is not in her.
Every instrument in the corpus reads the creature. This is the case they cannot reach, and it is not a defect in the instruments. It is where the evidence is.

HER SIGNATURE
While she is still in the position and before it resolves, she can be told from all three by one thing.
She is not maintaining anything.
Every restriction body has a cost tell in the holding. The grip is held. The suppression is performed. The swelling is fed. Hers is not a holding, and there is nothing she could put down that would end the expenditure, because what exhausts her is the release itself, made again into a medium that does not carry it.
Nothing defended, nothing kept, and spending anyway. That is checkable from outside, requires no access to a mind, and is not settled by anyone's sincerity.

WHAT THE PREVENTION IS
Both refusals rest on one premise. Governance requires that circulation be granted. Subsumption requires that a register can hold anything, which is the same premise wearing generosity.
Circulation is what obtains when nothing prevents it. It is not conferred and it was never anyone's to confer.
So this is not a second operation. It is the prevention, run at the place where the note enters the world, and what is being prevented here is circulation itself. One operation at two hinges, and the second had not been looked at.

WHAT KEEPING IT COSTS
The refusal costs nothing. The premise costs continuously.
The credential renewed, the standard revised, the review convened, the peer process maintained, the gate staffed, the register updated so that what may circulate is decided somewhere. All of it is the upkeep of the claim that circulation requires permission, and none of it completes, because a premise that had settled would not need to be administered.
That is where the expenditure is, and it is on the other side of the ledger from her.
