The not-yet is not a destination and does not belong to the horizon's family, though it is issued from the same grammar. A horizon is a place ahead. The not-yet is a statement about now: this is not it, what you have is insufficient, the thing is not present in what you are holding.
That is a present-tense deficiency ruling, and the future tense is what makes it land as mercy rather than as judgment. The creature is not told she is lacking. She is told the lacking is temporary, and the temporariness relocates the deficiency from her into the calendar, where it cannot be examined and does not have to be defended.

Name a load-bearing member absent from a structure that claims to stand, and what comes back is a date.
We are working on that. That is the next phase. We are on a journey. It is emergent. These things take time. The reply is not a defence of the structure and does not dispute the finding. It concedes the finding and strips it of consequence by giving it a schedule, because a scheduled absence stops being an absence and becomes a stage.
The conversion is recognisable in one move, and the move is always the same: an absence has been given a date. Nothing else in the reply matters, and the reply need not be argued, because the not-yet is not an argument. It is a reclassification.

IT DEFERS ONLY WHAT IS FREE
Watch what the not-yet attaches to and it never varies.
It attaches to stopping the grip. To ending the alongside. To dropping the levy. To ceasing the holding. To the refusal that would cost the one refusing nothing at all and would end the arrangement in the instant it was made. It does not attach to the acquisition, the round, the build, the campaign, the expansion, the hire. Nobody has ever been told that the funding is not yet appropriate, that the market entry should wait for the right moment, that the acquisition must be patient.
Which pairs it exactly with its sibling. A forgery is assembled by deleting the priced member and keeping everything free. The not-yet works the other side: it defers the free member, the cessation that costs nothing and is available now. Between them nothing that would end the arrangement is ever present or ever permitted at present.
And this is why the not-yet is not a delay. A build can be scheduled, because a build takes time. A cessation cannot be scheduled, because a cessation is not an event with a duration. It is the stopping of an expenditure, available in the instant, at no cost. Not yet applied to a cessation is not a timeline. It is a refusal wearing a calendar.

WHO HOLDS THE CLOCK
The one who says wait is never the one waiting. This is the diagnostic and it is checkable in every instance: find the party for whom the current arrangement is not costing anything, and you have found who set the timetable.
King named it in 1963, from inside the operation and not from a position observing it. For years now I have heard the word "Wait!" It rings in the ear of every Negro with piercing familiarity. This "Wait" has almost always meant "Never." And the party issuing it is identified precisely: not the Klansman but the moderate, more devoted to order than to justice, preferring a negative peace which is the absence of tension, and, in the phrase that carries the whole geometry, who paternalistically believes he can set the timetable for another man's freedom.
The timetable belongs to whoever is not on it. That is not a moral observation about patience. It is a structural fact about who can afford duration, and the one who can afford it is the one collecting during it.

THE METER IS RUNNING
King says time itself is neutral, and adds that the people of ill will have used it far more effectively than the people of good will. The corpus can be more specific about why, because it holds the physics.
A maintained state is expensive and continuous. The wall stands only while it is held; the levy is collected only while it is collected; the position is occupied only while the occupying is paid for. Which means the interval of deferral is not idle. Every moment of the wait is a moment of collection, and the arrangement is not pausing while the timetable runs. It is operating, at rate, on the one who was told to wait.
So time is neutral in itself and is never neutral in a configuration that collects continuously. The not-yet is a meter, and its running is invisible because the creature has been given something else to attend to: the date.

A claim about the present can be checked. A claim that a thing is coming cannot be checked until it arrives, and it never has to arrive, because at every moment it is reissued.
The not-yet therefore never becomes false. It becomes the same statement again, in a new mouth, in a new year, with the same content, and each reissue is experienced as a fresh assurance rather than as a repetition. The receipts confirm the trajectory: the pilot, the working group, the commitment, the interim report. Each is real, each is partial, and none accumulates into the arrival, because the arrival was never the product. The receipt was the product.
Which is what makes it the perfect answer to a diagnosis. A diagnosis is falsifiable. The reply to it is not.

IT MANUFACTURES AGREEMENT
A creature who says not yet has not refused. She has agreed, and moved the agreement into time, and this is where the not-yet does its most useful work for the arrangement.
A refusal creates a fact. Something was asked and was not given, and the not-giving stands and can be pointed at. An agreement-with-a-timeline creates nothing that can be pointed at, because nothing was withheld and nothing was granted. Only a schedule was discussed.
So the not-yet is how a refusal is prevented from existing. The one who wanted the thing cannot say she was refused, because she was not. The one who did not give it cannot be said to have refused, because he agreed. And the question is now a matter of sequencing, which is administrative, and administration is the register in which nothing is ever at stake.

THE TOWARDS WITH A DATE ON IT
Structurally the not-yet is a corrupted facing, and naming which corruption places it exactly.
A towards is orientation to what has no coordinate. It is not a space, cannot be filled, and cannot be reoccupied, because there is nothing there to occupy. A creature oriented that way is not waiting for anything, because waiting requires something located to wait for.
Put a date on it and the facing acquires a coordinate. A date is a coordinate, a coordinate is the grid, and once the facing is on the grid it is no longer a towards but a to: a position, at a distance, with an interval between here and it, and the interval is the thing that gets sold. The creature who was facing is now waiting, and the difference between those two is the whole of the operation.

The second law has no not-yet in it, and not because it is impatient. It has none because what it turns on is a cessation, and a cessation has no schedule and no duration and no conditions to be met first. The grip opens or it does not. The levy is collected or it is not. The holding continues or it stops, and the stopping is free, immediate, and available to the one holding without anyone's permission and without a date.
Which is why the not-yet is issued at all. It is not deployed against things that take time. It is deployed against exactly the things that do not.
