Nothing living moves toward the finite center by its own turning. The center is supplied anyway: the level rises, the hoard deepens, the corpus swells. Between those two facts runs an operation, and the operation's name matters, because the center already has a name for it. The center calls it a pull. It reports itself magnetic: things come to me, capital finds me, talent gathers around me, the world beats a path to my door. The name is the first error, and not an innocent one. What supplies the center is the draw-off: not a pull but a pump, not attraction but pressure arranged to deliver, and the difference between a pull and a pump is the difference between the two laws.

NO PULL AT THE CENTER
There is no pulling in a pressure system. The mechanics are borrowed and held as analogy, but the borrowed point is exact: suction does not draw. The low place contributes nothing but its emptiness; the ambient does the moving, pushed into the void by its own weight. A pump does not reach into the well and take hold of the water. It evacuates a chamber, and the world delivers.
This is the center's whole procedure. Manufacture the low point, and let what surrounds it arrive under its own pressure. The manufactured zero appears here at a second register: the count manufactured a zero to measure from; the center manufactures a zero to flow toward. Then the channels are built, and the gauges installed, and the pump run, and none of it runs itself. The cost tells the law. Attraction costs nothing to operate; no garrison has ever been posted around a drawing. The draw-off is held second by second: channels dredged, walls patrolled, the intake maintained against every bed it is drying. First law: continuous expenditure. A pull that must be garrisoned is a push arranged in a circle.
And the cut comes first, which is the confession. If the center could attract, it would need no cut: the living would turn toward it and arrive whole. Nothing living so turns. So everything must be killed into units before it will move down the channels: severed from its relations, sorted to the cargo column, made pumpable. The living are drawn. Only the dead are drained. The measurement cut is the draw-off's precondition, and a center that must kill what it claims to charm has told you what its magnetism is.

THE COUNTERFEIT OF ATTRACTION
Attraction is the second law's causality: the not-yet drawing the process toward its own completion, the form that has not manifested exercising real claim on what is manifesting. It is not a force. It moves nothing by pressure; it draws what turns, and only what turns freely. The configuration rules it inadmissible: from the tower, the drawing of what no record contains is mysticism, and the future is the past extended forward.
And the same configuration describes its own center as magnetic. Held together, the two claims are one posture. Attraction is denied in the only direction it operates, toward what cannot be plotted, and impersonated in the only direction it cannot, toward a point on the map. The draw-off stands to attraction as enforced harmony stands to consonance: the counterfeit occupying the living name, running on the substance it counterfeits. From inside the walls the impersonation completes itself. Everything arriving looks like emanation, supply reads as radiance, the pressure differential is experienced as charisma. The center's honest account of its own gravity is the pump, renamed at the gate.

THE DRAW-OFF IS THE TOLL
The toll is what the gate takes from the creature that crosses: the living remainder stripped as the price of admission, paid once, unfindable afterward because the taking removed the capacity to miss it. The draw-off is the same collection at a different tempo. The tollbooth charges the crossing; the pump charges the flow. One collects from creatures that present themselves at a gate; the other taps the circuit where it runs and requires no presentation at all. The toll is the draw-off at the register of the single crossing. The draw-off is the toll at the register of flow. One seat, two meters.
The collection is unposted at both tempos, and the unposting does different work at each. The toll funds its own forgetting: the creature keeps no receipt. The draw-off funds its own renaming: what arrives is booked as yield, as return, as growth, as merit, and the rising level is then offered as evidence of the center's radiance. No line records the circuits tapped. The books balance. The beds dry. And the diagnostic that opens the operation is the one that opens it everywhere: who absorbs. Walk upstream from any level that rises at a point that radiates nothing and there is a channel, built, and paid for by someone the level does not name. Walk downstream from any dried bed and it ends at a wall.

What ends a draw-off is not a counter-pull. There is no tug-of-war to be won against a pump; there is a pump, running, on power drawn from the living circuits it taps. The ending is cessation: the intake not maintained, the channel not dredged, the chamber not evacuated again, the hand not closing at the register of supply. It costs nothing to keep, which is how it can be told from every counterfeit exit. And nothing dies when the pump stops, because the draw-off had no life of its own to lose: it was the dead moved toward the dead, on the living's power. The stream resumes in its bed within the season. It was there the whole time, under the pump.
