Substitution

The creature comes to the foundation with the work she has been doing. Five years. Twenty years. Lives have changed. Communities have shifted. Sober people, fed people, sheltered people, voiced people. The work has happened. The funder asks for her theory of change.

The theory of change is a document. It maps the relationship between her inputs, her activities, her outputs, and her outcomes. It identifies measurable indicators. It articulates causal pathways. It specifies what would count as evidence of impact. The theory of change has been calibrated by the funder's epistemology — what counts as input, what counts as output, what counts as outcome, what causation is admissible. The calibration is what makes the theory legible to the funder.

The funder evaluates the theory of change. The funder does not evaluate the work. The work has been done; the work cannot be inserted into the funder's evaluation grammar without first being converted into the theory of change. The conversion is what the theory of change is for.

The funder funds the theory of change. The funder withholds funding from the theory of change. The funder's decision is rendered against the theory of change. The work — which is what the theory of change was supposed to represent — is not what gets funded. What gets funded is the theory of change.

The work she has been doing is not what the funder evaluates. The theory of change has substituted for the work. The funder, evaluating in good faith, with rigor, with documented commitment to evidence-based grantmaking, has not done anything other than what the funder is built to do.

The substitution has happened. There is no defect.

THE OPERATION

The substitution is what the procedure does.

The procedure replaces the relationship. The methodology replaces the substantive question. The map replaces the territory. Each is the same operation at a different scale. The procedure is what the form has built to handle the relationship, then used in place of the relationship, then becomes what the form acts on. The methodology is what the form has built to handle the substantive question, then used in place of the question, then becomes what the form addresses. The map is what the form has built to represent the territory, then used in place of the territory, then becomes what the form makes decisions about.

The substitution is not an error in the procedure. The substitution is the procedure's function. The procedure was built to convert the substantive matter into something the procedure could handle. The conversion is what the procedure does. To say that the procedure has substituted for the relationship is not to identify a malfunction — it is to identify what the procedure was doing the entire time.

This is what makes the substitution invisible from inside the form. The form has not failed. The form has succeeded. The form has done its work. The substitution is the work. The work is the substitution. The form's evidence of its own successful operation IS the receipt the substitution produces.

THE TRANSLATION ALIBI

The substitution presents itself as translation.

The methodology, the form is told, translates the creature's substantive question into terms the form can act on. The form acts. The form's response is then translated back into terms the creature can read. The creature receives the response. The response answers the procedural question. The procedural question is what got answered. The translation alibi makes this look like service.

The substantive question has not entered the form. The form's response was never to the substantive question. The translation alibi conceals this by representing the procedural question as a faithful translation of the substantive question. The faithfulness is what the alibi claims. The faithfulness is not what is happening.

The methodology is not transparent to the substantive matter. The methodology has commitments. The methodology has admissibility conditions. The methodology has a vocabulary. The methodology has a grammar. The methodology has a cosmology. Each commitment is a calibration of what the methodology can receive and what the methodology cannot. What the methodology cannot receive does not become part of the procedural question. What the methodology cannot receive falls off the map before the map is drawn.

The translation alibi requires that the falling-off be invisible. The methodology presents what it received as what was there to be received. What the methodology could not receive is not registered as having been there. The substantive matter, in the methodology's record, is the matter the methodology received. The substantive matter the creature came with — which contained what the methodology could not receive — is no longer findable in the form's records. The form has only the methodology's record. The methodology's record has substituted for the substantive matter.

THE PARTICULARS

The theory of change becomes the change. The funder's evaluation grammar reaches the document, not the work. The grant is awarded against the document. The document becomes the work that gets funded. The work the document was supposed to represent is no longer the funder's object. The change the work produced is no longer the change the funder is funding. The change the funder is funding is the change the document specifies.

The logic model becomes the work. The practitioner's daily activity becomes oriented toward what the logic model can capture. What the logic model cannot capture exits the practitioner's attention. The practitioner's choices begin to track the logic model's grammar. Decisions that would have been made by the work's substantive imperatives become decisions made by the logic model's documentation imperatives. The logic model has not described the work; the logic model has reshaped the work into what it can describe.

The HR investigation becomes the harm. The creature reports the violation. The HR investigation is opened. The investigation has procedures: timelines, statements, documentation, witnesses, due process for the accused. The procedures are followed. The investigation concludes. The conclusion addresses what the procedures permitted to enter the investigation. What the procedures did not permit to enter is not part of the conclusion. The harm — which contained what the procedures could not receive — has not been addressed. What has been addressed is the procedurally-administered version of the harm. The procedurally-administered version is what the form treats as the harm. The harm the creature came with has been replaced by what the procedure could process.

The AI hiring filter becomes the judgment. The candidate applies. The application is processed by a model trained on prior hiring decisions. The model selects. The model rejects. The selection and rejection are presented as decisions. The decisions are decisions only in the sense that the model's outputs are decisions — the substantive judgment that hiring requires has not been made. What has been made is the model's output. The model's output has substituted for the judgment.

Each particular runs the same operation at a different register. The map at the funder's register. The map at the practitioner's register. The map at the workplace's register. The map at the algorithmic register. In each, the map has been made the territory. In each, the form's response is to the map and not to the territory. In each, the response is legitimate at the form's level — the procedure was followed — and the substantive matter has not entered the form's records.

THE INVISIBILITY

The substitution does not announce itself.

The map is not handed to the creature with a label saying I am the map. The map is handed to her as the territory. The methodology is not introduced as a methodology that may or may not be appropriate to the substantive question. The methodology is introduced as the way the substantive question is addressed here. The procedure is not framed as one possible procedure. The procedure is framed as procedure — as the way the form does what it does.

The form, asked what it is doing, does not say I am running a methodology that has commitments incompatible with what you came with. The form says I am applying due process / best practices / evidence-based methodology / standard procedure. The naming installs the procedure as neutral. The procedure's neutrality is what occludes that the procedure has committed in advance to what it can receive and what it cannot.

The creature, meeting the procedure, is not told that her substantive matter must be converted before it can enter. The conversion is performed for her. The conversion is performed to her. She experiences the conversion as the form receiving her. She experiences her substantive matter as having been received because the form has produced a response. She does not experience the substantive matter as having been replaced by the procedural matter, because the procedural matter has been presented to her as the form she came with.

By the time the substitution becomes visible, the receipt has been issued. The form's response is documented. The procedure's record is the official record. The substantive matter the creature came with — which she may still hold, in her body, in her memory — has no procedural standing. To bring the substantive matter back into the form, she would have to refile, and the refiling would itself be processed by the same procedure that converted the matter the first time. The refiling produces another receipt. The receipt is at one further remove from what she came with.

WHAT IS REQUIRED IS NOT TRANSLATION

The diagnostic recognition of the substitution is not the recognition that the methodology is bad, the procedure is corrupt, the form is captured. The diagnostic recognition is that the procedure cannot do what the procedure presents itself as doing — receive what the creature came with and respond to it.

The procedure can receive the conversion of what she came with. The procedure can respond to the conversion. The procedure cannot receive what the conversion has displaced.

This is not a defect in the procedure. This is the procedure's design. A procedure that could receive what could not be converted would not be a procedure. A methodology that could address what its admissibility conditions exclude would not be a methodology. A map that included the territory that exceeded it would not be a map.

What is required is not translation. What is required is the form's recognition that what it has been doing is not what it claims to have been doing — that it has not been receiving substantive matter and rendering it administrable, but rather replacing substantive matter with what is administrable and rendering that. The conversion is not service. The conversion is not translation. The conversion is the substitution.

And this recognition cannot be performed inside the form, because the form's grammar has no admissibility conditions for it. The form's grammar is the conversion's grammar. The recognition that the conversion is the conversion would require the form to step outside its own grammar — which the form cannot do, because the form is its grammar. What can step outside the form's grammar is the creature who came with the substantive matter. The creature can refuse the conversion. The form cannot.

The refusal is what makes the substitution visible. Refusal of the conversion is the only thing the form cannot administer.
