Bioregional Capture

A boundary asserted to have been drawn by the ground itself, and the survey that arrives to read what it drew.

The watershed is real. The soil is real. What answers in the body when a creature stands in a place she has lived in and knows the water of is not a mistake, and nothing in what follows says it is.

What is installed alongside it is a line, and the line is claimed to have been found.

That claim is the wound, and it is prior to every critique of what gets done inside the boundary once it is drawn. A bioregion is a delineation made at a chosen resolution by a chosen discipline, choosing which gradient counts: the watershed or the aquifer, the ecoregion or the soil order, the flyway or the language group. Each of those produces a different map, and the maps do not nest. The choice is a decision, and the decision is presented as a reading.

Nature Says has no more credentialed form than this. The founding cut, wearing a map, with the cartographer's hand declared to be the ground's own.

WHAT FOLLOWS FROM A NATURAL BOUNDARY

Once the boundary is natural, membership in it is natural. And so is non-membership.

Friedrich Ratzel published Der Lebensraum: Eine biogeographische Studie in 1901. He was trained as a zoologist, worked out of Haeckel's ecology, and had already treated the state in Politische Geographie, 1897, as a living body occupying space and requiring room proportionate to its people. Kjellen and then Haushofer built Geopolitik on it. Lebensraum remains the ordinary German word for a species' habitat.

This is not a borrowing and not a resemblance. Ratzel wrote biogeography and applied it to a people, and the clearance doctrine is that application carried out. Blood and soil is not the caricature of place-based thought. It is place-based thought with the vacancy attached.

The bioregional argument does not have to be racial to be the same instrument.

The bioregional argument holds two things: that the line was found, and that those inside it are the ones proper to it. What separates the two uses is not the ecology and not the sincerity of the one making the argument. It is whether anyone currently living inside the line gets booked as improper to it. And that question cannot be answered from inside the argument, because propriety-to-place is exactly what the argument asserts.

THE INSTALLATION

The Market Says arrived at the bioregion first, and it arrived wearing the language.

The Rockefeller Foundation funds bioregional governance programs. The Walton Family Foundation, the heirs of the largest retailer on earth, funds regenerative agriculture. Private equity acquires farmland for regenerative management at five to six percent annual returns plus cash flow. Real estate investment trusts package the land into instruments. Carbon credit systems financialize ecosystem services, which is the river's breathing rendered as a tradeable unit. Funds with regenerative in their names demand the returns every other fund demands.

The winners are financial institutions, agribusiness using regenerative branding for market differentiation, consultancies selling certification, and technology firms selling precision agriculture.

The losers are small-scale farmers under continued economic pressure, indigenous communities whose knowing is extracted without compensation, rural communities losing population despite the promises, and farmworkers still below the poverty line.

The financial flows say what the language conceals.

FIVE OPERATIONS

"Funding the Commons" is the triple establishment in three words.

Funding: the Market Says supplying the resource. The: the definite article seating the generating function as the one who determines what the commons is.

Commons: second law's actual content taken as the object of first law's operation. The commons does not need funding. The commons needs the occupation to stop.

Coordination Without Control is the generating function's confession that it cannot produce what only expression produces, converted in the same breath into a program. The confession was the stopping point. Instead there is a circle, a facilitated process, and the occupied third installed as the design of the confession itself. The generating function coordinates the coordination without control.

Bioregional Mapping is the Ledger God applied to the watershed. The survey identifies carrying capacity, maps resource flows, calculates regenerative potential. The survey IS the trespass. The generating function stands in Sophia's position, scanning the living world and calling the scan participation. The communities already in direct relation with their water do not need the survey. They need the survey to stop standing between them and their own knowing.

Regenerative Certification is the Uniform God applied to farming. The creature who farms regeneratively without certification is illegible. The creature who obtains it has submitted her practice to the four axes: soil carbon quantified, methods reproduced across standardized metrics, the split between the farmer and the farm accepted, the practice justified by efficient cause. Corporations seeding cover crops are counted in, because that is how a target expressed in millions of hectares gets met. The category fills with the generating function's product. Supersession.

The Theory of Change is the Push God applied to the bioregion. Every initiative carries a causal model explaining how the intervention will produce the outcome, which is first law's temporality entire: the past pushing the present towards a navigated future, with attraction foreclosed. The bioregion does not need a theory of change. The bioregion is changing. The theory seats the generating function as the author of a change already underway.

THE THREE MOMENTS AT LANDSCAPE SCALE

The survey is the cut. Knowing-in-relation with a place is severed into datums: hectares, tonnes of carbon, species counts, flow rates, service values.

The map is the grid. Axes are installed, every severed datum is assigned a location, and relation is retained only as distance. A watershed held as relation and a watershed held as a coordinate set are not the same thing rendered twice. The second is what survives a conversion the first does not.

The plan is the rendering, and it is doubled. What the plan works from is not the place but the place as already measured, so its second edge conceals its first. The creature meets the third moment and takes it for the ground.

Which is why every reform arrives at the third moment. A wiser plan, a fuller indicator set, indigenous knowledge admitted to the panel, community voice in the process. The cut and the grid are complete before the first meeting is convened.

THE DEVELOPER'S POSITION

Faust in Act Five is an aged developer surveying his final work: land reclaimed from the sea, a free people on free soil. The vision is genuine. It requires the deaths of Baucis and Philemon, the old couple whose cottage and linden tree stand on the ground, and who are intolerable because their relation to the place does not require him.

The bioregional developer stands in that position. The vision is genuine: a thriving bioregion, regenerative agriculture, communities running their own watersheds. What it requires is the displacement of communities already in direct relation with their land, and the displacement is not physical. The community's knowing is replaced by the survey. Its relation with the water is replaced by the design. Its practice is replaced by the certificate.

The tense is the tell. If we could coordinate at bioregional scale. Imagine what would happen if communities governed their own watersheds. They are governing their own watersheds. The subjunctive is not modesty; it is what the scan returns, because the scan registers what the intervention would produce and what is already happening without the intervention does not appear in it.

WHAT BIOREGIONALISM IS ACTUALLY OFFERING

The word Berg and Dasmann used was reinhabitation. To become an inhabitant: to live in a place, in a place that has been damaged, as someone who belongs to it rather than someone assigned to administer it.

That is a residency word and not a management word, and it is the real offer. What the movement is reaching for is the exact knowing Taylor took: knowledge of this watershed, this soil, this season, held in a body that has been there long enough for the holding to mean something. Singular, unrepeatable, and inadmissible to every one of the four axes.

And the movement mostly delivers regional management, because the instruments it inherited are the only instruments on offer.

Carrying capacity is a number, and a number is quantification. Best practices for the ecoregion are reproducibility with a shorter radius. The bioregional atlas is a survey, and a survey is drawn from above by someone who is not standing in what is being drawn. Living within the means of the watershed is a budget, and a budget is the ledger with a local denomination.

So the question that decides the whole matter is not the scale. It is whether the optimum was withdrawn or relocated. Bioregionalism as usually administered replaces the universal one best way with a local one best way, and an optimum is an optimum. Taylor's error was never that his best way was too big.

It was that there was a best way, discoverable by a stranger, and enforceable against the creature who does the work.

The test is one question: is she a resident or a planner. A resident cannot survey her own dwelling from outside it, and does not need to, because what she knows she knows by being in it. A planner necessarily stands where the watershed appears as an object with a boundary. If the bioregion is a unit of management, the seat has been taken and the radius is decoration. If it is a dwelling, there is no seat to take.

THE PASTEURIZATION

The Indigenous peoples whose knowing the movement invokes did not locate that knowing in a scheme of bioregional governance. They located it in direct encounter with the living world, consciousness prior, the material world as where consciousness becomes visible. The ceremonial life is the forge. The relation with the land needs no design because the relation is the ordering: second law operating in its own jurisdiction without first law's mediation.

The movement takes the knowing and removes the forge. It keeps the earth, the body, the metabolism, the reciprocity. It removes the fire. What remains circulates as indigenous wisdom, place-based, ecological, relational.

The pressing happened and the juice was released, and then the measurement cut killed the fermentation. What is circulated is juice labeled wine.

The extraction is traceable. Universities package traditional ecological knowledge. Bioregional living becomes a premium consumer choice. State and philanthropic programs adopt the vocabulary without touching the sovereignty the vocabulary was taken from. What cannot be quantified, reproduced, observed from outside, or explained by efficient cause is not admitted, which means the sacred knowing is not refused. It is found not to be there.

NAVIGATION

This is navigation at ecological scale. The observer surveys the landscape of available configurations: extractive economy, regenerative economy, bioregional governance, commons-based coordination. The observer evaluates, selects the better one, designs the transition, funds the implementation. The generating function carries itself across.

Remove the corporations, the extractive economy, the colonial history, and the same arrangement reassembles. The watershed mapped by the epistemology that mapped it for extraction. The community administered by the occupied third that administered it for profit. The certificate issued by the Uniform God who set the quality standards for commodity crops.

The navigation was real. The arrival was counterfeit.

RESIDENCY IS NOT MEMBERSHIP

A bioregion is a to. A cell, a coordinate, a belonging issued by whoever drew the map, and revocable by whoever redraws it. Belonging to a region is a status, and a status is conferred.

Residency is a dwelling that was never issued. The prior resident does not hold her place by being proper to a region, and her standing does not improve when a better map includes her. It is not the kind of thing a map can carry, which is why every attempt to secure it cartographically converts it into the kind of thing that can be withdrawn.

Dryden won nothing for nature and asked for no grant. The towns asserted a jurisdiction they already held: whether the use class occurs at all. The town line is a political boundary and nobody claimed the watershed drew it, and that honesty is part of why it held. A boundary that admits its own authorship can be defended by the ones living inside it. A boundary that claims the ground's authorship is defended by whoever is certified to read the ground.

THE CLAIM

The state enforces these schemes through grant conditions, land use regulation, certification requirements, and environmental law, and in doing so installs one religion's coordinate system as the terms on which a creature may stand in relation to the living world. The creature who farms without certification, who relates to the water without a design, who practices reciprocity without measurable outcomes, is placed outside: illegible, unfundable, and in the register that decides such things, not there.

That is Establishment. Requiring that a creature's relation to the earth route through one configuration's institutions is a tollbooth set between the creature and the ground.

The free exercise claim is the privilege of encountering the living world directly: to farm without certification, to hold the watershed without a design, to practice reciprocity without metrics. It is not a request for a better program. What is asked is cessation, and cessation costs nothing on its own ledger. What stops is the expenditure by which the generating function keeps itself positioned between the creature and the soil.

The movement's deepest claim is that it has returned to the ground. What it returned to is a map of the ground, drawn at a resolution somebody chose, by a discipline that severs before it reads.

And the ground is not the boundary. The ground is what a creature stands on and hosts and is hosted by, and it does not become hers by falling inside a line, and it does not stop being hers when the line is redrawn around her.

The prime question is not what do we do next.

It is not the wrong question. It is in the wrong sequence, and the sequence is geometry rather than development. There is no level to reach first and nothing to become ready for.

The prime question is what do we stop doing.

Lobster trap

The response that arrives most often is yes, and also this. Add it to the program, fund it, give it a metric. That is not agreement arriving late. It is the claim converted into one more thing being done.
