Bioregional Capture

The Market Says Wearing the Olive's Costume

🜃

THE WOUND

The creature that diagnosed the Market Says — that traced the fifty-year installation, that named shareholder primacy as doctrine, that identified the corporation as the body that cannot die — arrived at a place called bioregion. The creature looked at the watershed. Felt the soil. Heard the language of place. Something true in the body responded. The recognition was real.

The Market Says was already there. It arrived before the creature did. It surveyed the bioregion. Mapped the carrying capacity. Calculated the ecosystem services. Designed the governance framework. Funded the conference. Printed the report. And it wore the creature's own language while it worked.

THE INSTALLATION

Institutional forensics. The forensic method matched to this face. The installation has dates, agents, budgets, and institutional addresses.

The Rockefeller Foundation funds bioregional governance. The Walton Family Foundation — the heirs of the largest retailer on earth — funds regenerative agriculture. Private equity firms acquire farmland for “regenerative management” and earn 5–6% annual returns plus cash flow. Real Estate Investment Trusts package the land into financial instruments. Carbon credit systems financialize ecosystem services — the river's breathing becomes a tradeable unit. Investment funds with “regenerative” in their names demand the same extractive returns as every other fund.

The winners: financial institutions, agribusiness corporations using regenerative branding for market differentiation, consulting firms providing certification services, technology companies selling precision agriculture systems. The losers: small-scale farmers facing continued economic pressure, indigenous communities whose knowledge is extracted without compensation, rural communities experiencing outmigration despite regenerative promises, farmworkers still living below the poverty line.

The financial flows tell the truth the language conceals.

THE FIVE OPERATIONS

Funding the Commons. “Funding the Commons” is the triple establishment in three words. “Funding” — the Market Says providing the resource. “The” — the definite article installing the generating function as the one who identifies what the commons is. “Commons” — the second law's actual content captured as the object of the first law's operation. The commons does not need to be funded. The commons needs the occupation to stop. Funding the commons is the generating function offering to govern the commons back into existence through its own apparatus.

Coordination Without Control. The generating function's confession that it cannot produce what only expression can produce. The confession immediately converted into a program. The confession should have been the stopping point — if the generating function cannot produce coordination without control, the generating function should stop. Instead: a governance circle. A facilitated process. The occupied third installed as the architecture of the confession itself. The generating function coordinates the coordination-without-control.

Bioregional Mapping. The Ledger God applied to the watershed. The generating function surveys the bioregion — identifies carrying capacity, maps resource flows, calculates regenerative potential. The survey IS the overstep. The generating function in Sophia's position: scanning the living world and calling the scan participation. The communities already in direct relation with their land do not need the survey. They need the survey to stop being positioned between them and their own knowing.

Regenerative Certification. The Uniform God applied to farming. The demand that regenerative practice be reproducible, measurable, certifiable. The creature that farms regeneratively without certification is invisible to the apparatus. The creature that obtains certification has submitted its practice to the four axes — quantified its soil carbon, reproduced its methods across standardized metrics, accepted the subject-object split between the farmer and the farm, and justified its practice by efficient cause. Corporations that seed cover crops are counted as regenerative practitioners — “a way to arrive quickly at the millions of hectares being promised.” The category is filled with the generating function's product. Supersession.

The Theory of Change. The Push God applied to the bioregion. Every bioregional initiative carries a theory of change — a causal model that explains how the intervention will produce the desired outcome. The theory of change IS the generating function's temporality: the past pushing the present toward a navigated future. The theory of change forecloses attraction — the pull of the not-yet. The bioregion does not need a theory of change. The bioregion is changing. The theory positions the generating function as the author of the change the bioregion is already undergoing.

THE DEVELOPER'S POSITION

Faust's Act Five. The aged developer surveying his final project — land reclamation, a free people on free soil. The vision is genuine. The vision requires the murder of Baucis and Philemon — the old couple who live on the land in direct relationship with it, whose cottage and linden tree the developer cannot tolerate because they represent a relationship with the land that does not require the developer.

The bioregional developer stands in Faust's position. The vision is genuine — thriving bioregion, regenerative agriculture, community governance, living systems thinking. The vision requires the displacement of communities already in direct relation with their land. Not physical displacement. Epistemic displacement. The community's knowing replaced by the developer's survey. The community's relationship with the watershed replaced by the governance framework. The community's practice replaced by the certification.

The developer's language is subjunctive. “If we could coordinate at bioregional scale.” “Imagine what would happen if communities governed their own watersheds.” The communities are already governing their own watersheds. The subjunctive tense is the tell. The developer cannot see what is already happening because the developer's seeing IS the generating function's scan. The scan registers what is not yet happening — what the developer's intervention would produce. What is already happening without the developer is invisible to the scan.

THE PASTEURIZATION OF INDIGENOUS KNOWING

The Indigenous peoples whose knowing the bioregional movement invokes did not locate their knowing in bioregional governance. They located it in direct encounter with the living world — consciousness prior, the material world as where consciousness becomes visible. Their ceremonial life is the forge. Their relationship with the land does not require a governance framework because the relationship IS governance — the second law operating in its own jurisdiction, without the first law's mediation.

The bioregional movement takes this knowing and removes the forge. Keeps the earth, the body, the metabolism, the reciprocity. Removes the fire — the ceremonial encounter with what the tradition this religion suppresses calls the Second Principle. Presents what remains as “indigenous wisdom” — place-based, ecological, relational. Pasteurized. The pressing happened. The juice was released. The measurement cut killed the fermentation. What the movement circulates is juice labeled wine.

The knowledge extraction is traceable. Academic institutions package traditional ecological knowledge. “Bioregional living” becomes a premium lifestyle choice for affluent consumers. Government and NGO frameworks adopt bioregional language without addressing the sovereignty the language was taken from. Sacred knowledge that cannot be commodified remains invisible to these approaches — because the four axes declare it inadmissible. What cannot be quantified, reproduced, observed from outside, or explained by efficient cause does not exist in the bioregional governance framework.

NAVIGATION

The bioregional movement is navigation at ecological scale. The observer surveys the landscape of possible configurations — extractive economy, regenerative economy, bioregional governance, commons-based coordination. The observer evaluates. Selects the better configuration. Designs the transition. Funds the implementation. The generating function carries itself across.

Remove the morality play's named variables — remove the corporations, remove the extractive economy, remove the colonial history — and the generating function reproduces the same structures. The bioregional governance framework IS the generating function's new configuration. The watershed mapped by the same epistemology that mapped it for extraction. The community governed by the same occupied third that governed it for profit. The certification installed by the same Uniform God that installed quality standards for commodity crops. The costume changed.

The navigation was real. The arrival was counterfeit.

THE SOVEREIGN CLAIM

The state's enforcement of bioregional governance frameworks — through grant conditions, land use regulations, certification requirements, and environmental law — installs the Market Says' religion as the coordinate system for the creature's relationship with the living world. The creature that farms without certification, that relates to the watershed without governance framework, that practices reciprocity without measurable outcomes, is positioned outside the apparatus — illegible, unfundable, invisible.

This is establishment of religion. The requirement that the creature's relationship with the living world route through the Market Says' institutional apparatus is the tollbooth installed between the creature and the earth. The free exercise claim: the creature's right to encounter the living world directly, to farm without certification, to govern the watershed without framework, to practice reciprocity without metrics. Cessation. The cost of stopping is zero. What stops is the generating function spending energy to position itself between the creature and the soil.
