The claim attached to it is that something was transformed.
The gate the money passes through has two ends. At the grantee's end the funded work cannot change the coordinate system that funded it, and at the funder's end the one funding cannot tell whether it has. The grantee's impotence is imposed. The holder's is constitutional, and he is not aware of it, because from where he sits the two possible outputs look identical.

WHAT IT CAN ACTUALLY DO
The diagnosis is worthless if it is only negative, so say what the capacity is.
It can deploy at scale. It can coordinate across distance and jurisdiction. It can protect what exists from interruption. It can distribute something already made, faster and further than it would have gone. It can amplify a signal already sounding. It can carry an operation into territory the operation had not reached.
Every one of those is real, and every one of them is motion along the beam. Restriction and expansion are the only axis the configuration has, and expansion at any magnitude is still expansion. It is not a lesser crossing. It is not a crossing.

THE FIRST INCAPACITY: NOTHING RESISTS IT
The pivot requires the harshness to yield, and a creature yields when it meets what it cannot move.
An environment built so that the holder never meets what he cannot move has removed the one condition under which his harshness could yield. The second route is independent of the first and reaches the same place.
Where the specification used to be a procedure, a human wrote every branch, and he could write one for a case that had occurred exactly once, because it had occurred and he had seen it. A procedure can carry an exception, and the exceptions were frequently the reason the thing worked.
A criterion cannot. To function as a criterion at all it must be cheap to compute, comparable across instances, and defined on every case. Those three requirements are what make it a criterion, and together they exclude the particular by construction. This is exact for a loss function and it is equally exact for a funding metric, which must apply to every grantee or it cannot rank them.
And transformation, in every register anyone means it, is a particular. This town. This body. This one case that did not resemble the others.
So the position wealth authors from can express only what is measurable on every instance, and it received that position as the controls.

The selection takes two inputs. A measurable want, and a record of what has already happened.
Nothing anywhere in it carries a term for what has not happened yet. The selection runs over what the record contains, and the record contains what was recorded, and recording happens where the measuring already reaches. The verb is interpolation. It is extremely good at it, and it is the wrong word for the thing being claimed.

WHAT BECAME SCARCE WAS MISREAD
The eventual correction was that the data is the moat, and data was bought at scale.
The scarce thing is not data. It is access to situations where something is still resisting, and almost none of that is in any corpus, because the recorded is the already-administered. Those situations are held by people who are not selling, mostly do not know there is a buyer, and whose situation would become something else in the act of being recorded for sale.
Which is the same finding one level down. The purchase can only reach what is detachable, and what teaches is not detachable from the position it is in.

FIRE REPLACED BY WARMTH
Warmth is the affect of expansion. Fire is the perpendicular.
Warmth supplied is not warmth forged. The forged kind is downstream of the gall kindling in the field the tears made, and it arrives at the throat as a consequence of something having crossed. The supplied kind arrives complete, from outside, on a schedule, at the position where the forged kind would have been produced.
And it is a replacement rather than an absence, which is why nothing in the room reports a lack. An absence leaves a position empty and an empty position is eventually noticed. A replacement fills it. The creature at the convening does not experience missing fire. She experiences having arrived, and every instrument present confirms it.
Run the cost tell on the two. Warmth has a schedule and it is published: the offsite, the facilitator, the culture work, the retreat, the coach, the annual reset. Fire has no schedule anywhere, because nothing is maintained in order to make a forge run.

The word was not chosen to deceive anyone, and treating it as marketing misses the operation.

The claim is maintained and the maintenance is published.
The annual report. The summit. The case study. The ten-year retrospective. The new fund announced against the lessons of the last one. The convening at which the sector examines itself, catered, with a facilitator, and a synthesis document afterwards.
Each delivers something real, and the reporting is largely accurate, and the people are not lying. All of it runs continuously, none of it completes, and a transformation that had occurred would not require the claim to be reissued every year against a new cohort.

The word attached to it was the only word the seat had for what it saw, and the word named a perpendicular motion that the configuration is doubly unable to perform: once because nothing in it resists the holder, and once because the position he authors from cannot ask for a particular.
Neither incapacity requires the other. Either one alone is sufficient. And it is not failing at transformation, because it was never pointed at it. It is succeeding at amplification, continuously, and calling the success by the name of the thing it displaced.
