A specific restrictive configuration of the capacity to act, which specifies nothing about what to act on. A life organized around it must import its content, and the nearest available source is other people.

RECEPTION IS PRIOR, AND THIS IS AN ORDER RATHER THAN A PREFERENCE
Before any creature can act, she must have received. A body. A language. A world. The bare fact of being at all.
Nobody generates herself. Whatever agency is, it happens to a creature already constituted by what she took in, and it operates on materials she did not make with a capacity she did not install.
So agency cannot be the prime directive, for a reason that has nothing to do with what anyone values. It is not prime. It is downstream of something, and the something is reception.
This is the part of the argument that cannot be declined, because it is not a claim about what is better. It is a claim about what comes first, and the order does not move.

CONTENT-FREE, AND THAT IS THE WHOLE PROBLEM
Agency is the capacity to act. It specifies nothing about what to act on.
A capacity with no content has to be filled, and it gets filled by whatever is nearest. Agency as prime directive does not accidentally produce mimetic desire. It structurally requires it.
Which is why the cultures most committed to choose for yourself produce such astonishing sameness. The freedom is real. The wants are borrowed. Nothing in the directive was ever going to supply the content, so the content came from the model standing closest.
The way in is not an argument and it works on anyone, including the one making it. Take any strong want and ask where it came from. If it came from a model, then agency did not originate it. Agency only executed it, and the delivery mechanism has been mistaken for the source all along.

FRIEND TO NO ONE, SEEN FROM THE OTHER SIDE
In mimetic desire the other is never encountered. The other is a model to copy, and then a rival to beat.
Mimesis is the one relation that cannot produce a friend, because the other person is only ever an index of what to want. There is no position in the structure from which she could be met.
So friend to no one is not a moral failure occurring downstream of agency. It is what agency-as-directive is, described from the side of the other person.

Agency asks: what can I do?
Reception asks: what is being given?
Hosting asks: what will I let through, and can I keep the passage open?
Forging asks: what is being made in me by what passes?
Only the last one produces anything. Agency exercised perfectly leaves behind a record of choices, and a record of choices is a ledger rather than a life.

ANIMATE, NOT ALIVE
Agency-as-directive feels like aliveness because it produces motion, and motion resembles life closely enough to pass.
The mimetic version has every visible sign of vitality. Wanting. Striving. Competing. Achieving. And it produces nothing that outlasts the wanter.
It sustains itself only by consuming models and rivals, which is why it reads as the signature of death: it cannot generate, only convert. That is the forgery wearing life's name, and it is convincing precisely because the motion is real.

THE OBJECTION THAT HAS TO BE MET
Agency matters enormously to creatures who have been denied it. Telling a woman that agency is not the prime directive is what oppressors say, and anyone who has been on the receiving end of that sentence is right to hear it coming.
The answer is not that she needs less agency. The answer is that agency is too weak a thing to protect her.
Agency is a property claim. It is title held over oneself, and property is the kind of thing that can be conveyed, purchased, waived, or signed away at will. A creature who holds title to herself is a creature who can be made to convey. That is not a defect in how agency is distributed. It is what agency is.
What she needs is a standing that was never granted and therefore cannot be revoked. That is residency, and it is prior, and it is not agency at all.
Nothing less than agency is being offered here. What is being declined is the version that can be taken.

WHAT REGENERATIVELAW IS DECLINING, STATED SO IT CANNOT BE MISHEARD
Not the capacity to act. Not the refusal of what was done to her. Not her standing to say no, which is the whole of the exercise and is never in question.
What is declined is agency installed as the first thing, the position from which everything else is derived. Put there, it has no content of its own and imports the content of whoever is nearest, and the creature ends with a full record of choices she did not originate.
Sovereignty is the same word at the political register and it fails the same way: granted rather than beheld, and revocable by whoever granted it. Self-governance is the same word turned inward, where the creature becomes her own auditor and calls the auditing freedom.
Agency, sovereignty and self-governance are three registers of one claim, and the claim is title. Residency is not a gentler version of that claim. It is what stands when the claim is not made at all.

The capacity to act is real and nobody is taking it.
What is being said is narrower and harder to answer. A capacity is not a direction. Made the prime directive, it borrows its direction from the nearest available creature, and calls the borrowing self-determination.
What comes first is what was received. What is made is made by what passes through. And the standing that cannot be conveyed was never a title in the first place.
