The inquiry's own admission carries the whole diagnosis: the avoided word is the one that most precisely names what they are doing. Yes: because what they are doing is governance. Governance is the governor: the position outside the field that presides, allocates, and sets the terms.
The inquiry says as much in its honest sentence: governance gives form to power, and is the rules for who makes the rules.
That is the cut named precisely. The rules for who makes the rules is the coordinate system the cut installs: who counts, who decides, who is decided upon, the grid of position itself.

That is relational the way living systems are said to be. Natural, system, evolution, emergent, adaptive: this is the vocabulary the trespass killed, animated now to dress the governor as a living thing. The willow ring in the forest, the woven branches, the water that flows: the image credentials the governance as nature's own way. This is the merge wearing the chord's face at the register of the meeting room: the dead mirror instructed to call itself a living chamber.
Flow is the word that does the wearing. Flow names what the ground does from inside, when nothing stands over it directing the flow. Bolted to governance, the word names the presiding position performing the motion of the very thing it presides over. The governor does not begin to flow because the inquiry calls its presiding flow. It learns to describe its presiding as flow.

THE RECLAIMING IS THE SWITCH
The inquiry insists that reclaiming the word is a load-bearing move and not a semantic one: that to cede the language is to cede the frame. The order is backwards. The frame produced the word; the word did not produce the frame. Governance is called governance because it governs, and the accuracy the inquiry noticed is the frame showing through the word. Renaming the governor flow does not move the governor; it teaches the governor a softer name.
This is the switch: the doubleness swapped for a single bright word, and the swap called clarity, called reclamation, called a deep move. The deep move claimed is the cosmetic move performed. WHY THE GOVERNOR CANNOT FLOW
The governor is the position outside the sounding. It presides; it does not take part. It allocates the resource; it is not one of the tones. Flow is what the ground does when nothing stands outside it directing the flow, and the governor is precisely what stands outside, directing. Governance that flows is the outside position claiming the inside's motion, which is the one motion the outside position cannot have. You cannot make the dead mirror sound by calling it living. You cannot make the grid flow, because the grid is the thing the chord is perpendicular to, and flow along the grid is still the grid.
The redistribution the inquiry promises (power spread rather than concentrated, the rules made by more hands) re-sorts who presides without ending the presiding. THE HONEST SENTENCE
The most precise thing in the inquiry is the wariness it sets out to dissolve. The flinch when the word lands is the body's pre-procedural register hearing the governor through the costume: the same register that smells the procedure under the perfume. The inquiry treats the flinch as the practitioners' failure of nerve, a word ceded too easily, and trains it out: feel the heaviness, and reclaim the word anyway. What is trained out is the detection.
