Both words are cessation words. Shabbat is to desist. Anapausis is a causing-to-cease. Rest is the only major good in the tradition whose name is grammatically a stopping, and it is what the right to the pursuit was installed to replace.

שָׁבַת is to cease, to desist, to leave off. God did not recuperate on the seventh day. He stopped.
ἀνάπαυσις is ana with pauō, to cause to cease. κατάπαυσις, the word for the rest Israel did not enter, is the same verb again. מְנוּחָה is from nuach, to settle down, to alight, to come to rest upon.
Not one of them names a thing supplied. Every one names a stopping.
Which places rest outside the entire grammar of provision before any argument begins. It has no provider, no unit, no schedule, and no output. It is what obtains when something that was running is not running, and the tradition spells it that way in two languages.

IT CANNOT BE PURSUED
Pursuit is what rest is the cessation of. A pursued rest is a contradiction in the verb. To chase it is to be running, and running is the thing being stopped.
Happiness takes the pursuit grammar without strain, because happ is chance and a chance can be chased indefinitely without the chasing becoming absurd. Rest refuses the grammar outright, which is why no instrument in the configuration can offer it and why every instrument that claims to offer it is offering something else.

THE VERB IS ENTER
Enter into my rest. They shall not enter. Let us labour therefore to enter into that rest.
Never achieve. Never obtain. Never attain, reach, earn, or arrive at. Enter, which is a threshold word. A threshold has no distance in it. There is nothing to close, nothing to approach, and no rate of approach that could be measured or improved. There is a passage, and a facing, and either the crossing occurs or it does not.
A right to the pursuit installs a horizon. A rest installs a gate. The first cannot be reached and produces a receipt at every step. The second is either entered or it is refused, and the refusal is a finding rather than a distance.

JEFFERSON STRUCK OBTAINING. SCRIPTURE STRUCK PURSUING.
Mason's Virginia Declaration, 12 June 1776, Article I: pursuing and obtaining happiness and safety. Jefferson keeps the pursuing and drops the obtaining, and the drop is what installs the horizon.
The rest texts perform the opposite deletion. Nobody in either testament pursues rest. They enter it, or they are denied entry. The chase is not present anywhere in the vocabulary, and the arrival is the only thing the vocabulary contains.
Two documents, two clauses, and the surviving half of each decides what kind of good is being described. Keep the pursuit and you have a right that can be granted, chased, defended, and never satisfied. Keep the entering and you have a threshold that was never anyone's to issue.

FORTY YEARS IS THE PURSUIT WITH THE RECEIPT ATTACHED
Psalm 95: forty years long was I grieved with this generation, and I sware in my wrath that they should not enter into my rest.
They were the most mobile population in the canon. Continuous motion, provisioned daily, guided visibly, and denied one thing. The sentence against them is not that they failed to be happy. It is that they did not stop.
Forty years of walking is the maximum pursuit and the minimum arrival, which is the horizon's signature performed at the scale of a lifetime and a people. The manna arrives every morning. The pillar moves every day. Every tick issues its confirmation that the destination is real, and the destination recedes for four decades, and the generation that received every receipt entered nothing.

THE ENTERING IS THE CEASING
Hebrews 4:10 states the doctrine without a gap in it. He that is entered into his rest hath ceased from his own works, as God did from his.
Not ceased from wickedness. Ceased from his own works, τὰ ἴδια. The works are not condemned and are not repented of. They are stopped.
So rest is not what is issued when the work is finished. It is not the reward at the far end of the running, and it is not the interval the running permits itself. It is what obtains when the creature stops producing, and the model offered is a God who stopped.
And Hebrews 4:9 gives the tense: there remaineth a sabbath-keeping to the people of God. ἀπολείπεται. It is left over. It was not built, not achieved, not scheduled, and not granted. It remains, which is what a thing does when it was never removed.

THE COMMANDMENT IS GROUNDED IN SLAVERY
Exodus grounds the sabbath in creation. Deuteronomy 5 grounds it differently: remember that thou wast a servant in the land of Egypt, therefore the LORD thy God commanded thee to keep the sabbath day.
The one thing a slave cannot have is a stopping he is entitled to. He can be permitted to pause. He cannot hold a cessation as his own, because the pause belongs to whoever schedules it.
Which makes rest the anti-slavery institution, stated as such in the text, and it produces the finding directly: the occupation cannot grant a sabbath, because the occupation is the maintenance and a sabbath is what stops maintenance. Everything the occupation can offer is a pause inside the running, timed by the running, ending when the running requires it back.
And the commandment does not stop at the creature. It extends to the household, the servant, the stranger, and the animal, and at Leviticus 25 it extends to the land and to the debts. The sabbath year and the jubilee are the same cessation at the register of the ledger: the land not worked, the accounts not carried forward, the holdings returned. Not a redistribution. A stopping, after which what was always there is where it always was.

MATTHEW 12 OPENS ON SABBATH AND CLOSES ON A FAILED SEARCH FOR REST
The chapter begins with two sabbath controversies. The disciples pluck grain and are accused. The withered hand is healed and the accusation hardens into a plan to destroy him. In the middle stands the ruling: the sabbath was made for the creature, not the creature for the sabbath.
That is the residency claim about rest. The institution serves the resident. The resident does not serve the institution, and an institution that requires the resident to serve it has stopped being a sabbath whatever it is called.
The chapter then runs the Beelzebul dispute, which is an argument about the authority under which a casting-out is performed, and it ends with a spirit passing through waterless places seeking rest and finding none.
One chapter. It opens with creatures accused of working on the day of stopping, and it closes with something that cannot stop anywhere. The subject is the same at both ends.

TWO RETURNS
The dove goes out from the ark, finds no manoach for the sole of her foot, and comes back, and a hand reaches out and takes her in.
The unclean spirit goes out, finds no anapausis in the waterless places, and comes back, and finds premises at leisure and moves in with a full complement.
Same structure, opposite outcome, and what decides between them is not the going out. Both went out. Both found nothing. Both returned. What differed is what was there when they arrived: in one case a resident with a hand, in the other an address with no one in it.

THE OFFER IS QUOTED FROM A REFUSAL
Come unto me, all ye that labour and are heavy laden, and I will give you rest, and ye shall find rest unto your souls.
The last phrase is Jeremiah 6:16, and the verse it comes from ends: but they said, We will not walk therein. The whole verse reads: stand ye in the ways and see, and ask for the old paths, where is the good way, and walk therein, and ye shall find rest for your souls. But they said, we will not walk therein.
The offer of rest is quoted out of a verse whose second half is the refusal of it, and the instruction inside it is to ask for the old paths, which is a request to be shown what was prior.

WHAT IS SOLD AS REST
Retirement is rest deferred to the end of the working life and purchased with the working life. The horizon at biographical scale, with a funded receipt.
Vacation is rest as a consumable: allocated in units, accrued, expiring, forfeitable, and granted by the party whose running it interrupts.
Recovery is rest as a maintenance input, taken so that production can resume, which makes it a component of the running rather than a stop to it.
Self-care is rest issued to the forced holder in the exact quantity required for the holding to continue.
Sleep scores are rest coordinatized: measured, ranked against a median, and handed back as a number about her.
Every one is rest with a provider, and every one has to be re-supplied. That is the tell and it is mechanical. A cessation costs nothing to keep and cannot be depleted by keeping. Anything called rest that must be earned, allocated, renewed, or optimized is a pause the running scheduled for itself, and the scheduling is the proof.

PEACE IS THE DEEPEST COUNTERFEIT
The sacrament produces peace. The peace is real, it is felt in the body of everyone present, and it requires a body and has to be performed again when the accumulation returns.
Rest requires a cessation and requires no one.
So a community that has peace has purchased what a community at rest would have for nothing, and the purchase is why the rite recurs. Nothing was withdrawn, so the exhaust returns, so the peace must be bought again, and each purchase is entered as the natural order resuming.
The two are distinguishable by one question and it is the same question everywhere in this corpus: what is still running. Under peace, everything is running and a body absorbed the difference. Under rest, the running stopped and there is no difference to absorb.

THE JURISDICTION
The right to the pursuit is grant-form. It is issued, chased, defensible, and revocable, and it can be extended to more claimants without anything ceasing anywhere. That is what makes it administrable, and administrability is why it was the clause that survived.
Rest cannot be issued. There is no office that grants a stopping, because a granted stopping is a scheduled pause and belongs to the scheduler. There is no way to distribute it more widely, because it is not a quantity. There is no way to improve access to it, because it has no gate that admission could be tuned at. And there is no policy that produces it, because every policy is a running.
Which is the whole case, stated as an incapacity rather than as a preference. A configuration whose entire operating mode is continuous maintenance cannot deliver a cessation, and it cannot deliver one no matter how much it is reformed, because the reform is more running. What it can deliver is the pause, the allocation, the recovery, and the peace, and it delivers all four sincerely and at real cost.
So the creature seeking rest inside the configuration is not underserved. She is in the wrong jurisdiction, and the wrongness is structural rather than distributive. Under residency the stopping is not granted and therefore cannot be withheld, not scheduled and therefore cannot be revoked, not produced and therefore cannot be depleted. It remains, in the tense Hebrews uses, and what remains was never taken.

The generation in the wilderness was not denied happiness. It was denied a stopping, and it walked for forty years with every receipt in hand. The spirit in the waterless places was not seeking a body to torment. It was seeking rest, and the only thing on offer anywhere was accommodation. Both texts are about the same thing and neither is about motion. They are about whether there is anywhere to stop, and the answer in both is that a stopping is not somewhere you get to. It is what is there when you are no longer being moved.
