More funding. More training. More awareness. More representation. More research. More engagement. More oversight. More resilience. More capacity. More time.
The list is inexhaustible because the operation generating it is inexhaustible, and each item is real, and each is defensible on its own, and each leaves untouched the thing it was raised against.
This is not a failure of imagination on anyone's part. It is a property of the position the proposals are made from. The generating function generates and it does not transform, so addition is not the configuration's preferred answer among several. It is the only operation the configuration can perform on a problem.

WHY IT NEVER LOSES AN ARGUMENT
The additive answer has a property no other answer has, and the property is what keeps it in the room after fifty years of not working.
When an addition fails, the failure is read as insufficient addition. The program was under-resourced. The training was too short. The pilot was not scaled. The commitment was not sustained. The mandate lacked teeth. Every one of those is a call for more of what just did not work, delivered in the voice of someone who has learned from the attempt.
So the additive register cannot be refuted from inside itself. There is no quantity of failure that counts as evidence against it, because each failure is admitted as evidence for a larger dose. A claim that cannot be defeated by its own record is not a claim that has been tested and survived.
Anything that converts its own failures into arguments for itself has stopped being a proposal and become a doctrine, and the doctrine is the more difficult thing to name precisely because each instance of it is reasonable.

WHO WINS AN ADDITIVE CONTEST
There is an arithmetic underneath the register and it decides the outcome before the argument opens.
Every addition costs resource: money, time, credential, staff, standing, another year. In any contest conducted additively, the party with the most resource prevails, not because it argues better but because the register scores by expenditure and it has more to spend.
This is why the Establishment is comfortable in that register and generous inside it. It will fund the counter-proposal, seat the working group, publish the commitment, and hire the director, because an opponent who accepts the additive form has agreed to compete on the one axis where the outcome is already known.
And the creature raising the objection is generally the one with the least left. The additive answer is most insistent exactly where it is least affordable, which is the same asymmetry the cost tell records at the register of a single body.
A contest the configuration can fund both sides of is not a contest, and its willingness to fund the objection is the clearest available evidence about what the objection can reach.

ADDITION IS HOW A CLAIM IS ABSORBED
The most common fate of an accurate diagnosis is not refutation. It is adoption.
The claim arrives. It is heard, and heard sympathetically. Then it is given a workstream, a budget line, a metric, a quarterly report, and a director whose position depends on the workstream continuing. The claim is now inside the institution it was made against, drawing a salary, and its continued existence is contingent on the institution's.
Nothing was denied. Absorption presents as agreement, which is why it does not feel like a defeat to anyone involved and why the party absorbed is usually grateful.
The ledger version of the same move is the wider column: externalities priced in, stakeholders seated alongside shareholders, the critique given an account of its own. The books stay open, the audit grows more sophisticated, and the operation continues with a fuller record of what it is doing.

WHERE ADDITION IS SIMPLY RIGHT
The entry is worth nothing without this section, because without it the argument reads as counsel against feeding anyone.
A hungry creature needs food. A sick one needs medicine and often needs a great deal of it. A creature without shelter needs a house, and the house is built by adding materials to a site. Addition is the correct and sufficient answer to the absence of a thing, and there is no register from which that stops being true.
The additive answer is right wherever something is missing and wrong wherever something is being prevented, and the whole difficulty is that the two are indistinguishable from inside the position they produce.
An absence and a prevention feel identical to whoever is standing in one. Both present as lack. Both make the same request. The difference is not in the felt sense and cannot be found there: it is in whether anything is currently being spent to keep the condition in place.
So the test is not introspective. Look for the expenditure. A condition that requires continuous maintenance is being produced rather than suffered, and adding to a produced condition funds the production.

WHAT SUBTRACTION IS NOT
The word invites a misreading and the misreading is the reason the additive register keeps its monopoly.
Subtraction here does not mean austerity, and it does not mean doing without. Nothing is taken from the creature. What is withdrawn is an expenditure she was already making, which means the subtraction returns to her exactly what it removes.
This is why the two registers cannot be compared on a single ledger. An addition has to be found, funded, and defended. A subtraction has to be stopped, and stopping is free at the moment of performance and gives back what the doing was costing.
Which produces the strange result that the party with nothing left can act, and can act today, and can act without permission. The only answers available to a creature with no resource are subtractive ones, and the configuration's register does not contain them.

Both-and is the additive form applied to the thing that was raised against the additive form, and a subtraction that has been given a budget is an addition wearing its name.
The test is not what the institution says about the claim. It is what the institution does with it first. A response that begins by asking where this goes in the plan has answered the question, and the answer is that the plan is intact.

The clearest instance is documented, litigated, and won.
Communities in New York facing extraction spent years in the additive register. More comments on the environmental review, more evidence, more coalition, more expertise, more testimony, more legislative pressure. Every instrument was real and every one operated on the axis the industry had built, where the industry could outspend anyone.
What worked added nothing. It was a rotation to land use, which the state's supersession clause did not reach. The authority was not acquired, funded, or built. It was already held, on a coordinate the industry's map did not carry, and using it cost the towns a zoning amendment.
