Voice, unprevented, is the rough voice: the second quality's expansion completing into commune, carrying what was endured and transformed outward to be received by another as testimony rather than managed as content.
Regulation installs expansion in the position commune would occupy and calls the installation health. Not voice answering to voice, quality answering to quality: the generating function's own restless, objectless, bitter expansion given voice's assignment, standing where communion belongs. Expansion cannot commune. What installs in commune's place instead is the domesticated voice: managed affect, calibrated expression, the vocabulary of "I-statements" and "healthy communication." Regulation is the prevention wearing voice's name.

THE SAME OPERATION, ANOTHER REGISTER
Regulation is not a discovery of the clinic. It is doctrine, run in clinical costume. Doctrine names the identical substitution at the level of creed: expansion installed where commune belongs, correct belief standing in for the communion it forecloses. Regulation performs the same substitution at the level of the body: correct expression standing in for the communion it forecloses. The register changes, the pulpit becomes the intake form, the catechism becomes the treatment plan, but the geometry does not. Quality 2 still occupies Quality 6's position. The prevention still wears expression's name.

WHAT THE ROUGH VOICE ACTUALLY CARRIES
The rough voice is not dysregulation. It is expansion completing what it was for: carrying what the fire produced, unmanaged, to another who can receive it as testimony rather than diagnose it as symptom. The rough voice can be loud, broken, repetitive, insistent, because what it carries was not designed for calibration. It was designed to be received. Commune does not require the voice to arrive pre-sorted into a register the listener finds comfortable. It requires a listener willing to be the position the voice is completing into.
Regulation forecloses this by making the voice do the sorting before any listener is required to receive anything. The managed voice arrives pre-cleared: no charge left for the listener to carry, no commune required, because nothing has been asked of the listener at all. This is not a gentler voice. It is a voice that has already done, alone, what commune was supposed to do between two.

THE CREDENTIAL
Regulation gets marketed as skill. Emotional intelligence. Healthy communication. The capacity to name one's feelings without becoming them, prized as the mark of a well-developed person, taught in workshops, certified, credentialed. The creature who has learned to regulate experiences the learning as growth, the calibration as mastery, precisely the measurement high the developmental vestment delivers wherever prevention is mistaken for capacity. Nothing was communed. A closure was achieved, and the achievement is presented, and received, as an opening.

Regulation is the prevention wearing voice's name, doctrine's own operation worn where commune should have stood. The rough voice does not require calibration. It requires a listener still willing to be completed into. What regulation offers instead is a voice that no longer requires one, and calls the emptied requirement wellness.
