One word for two operations running in opposite directions. The test is not who refuses or what is refused. It is whether the refusal has a schedule behind it.

Forging turns on a refusal and it is defeated by a refusal, and the same word carries both.
Benefit is the capacity to refuse.
Cessation is a refusal. Non-ratification is a refusal. The declaration of trespass is a refusal.
The exercise the tradition shelters is the conscientious refusal of performed subordination.
And governance refuses her note. Subsumption refuses by admitting and converting. The vendor refuses the forge. The flinch refuses her own contingency. The grip is a refusal, badly aimed.
Two operations. One locks and one opens, and nothing in the word tells them apart.

THE GRAMMAR DOES NOT DECIDE IT
The obvious test is the verb, and it fails.
Transitive refusal locks: they refuse her note, they refuse her the forge, they refuse admission. Intransitive refusal opens: she refuses to perform, she declines to ratify, she does not take the oath. On that reading the locking refusal takes an object outside the one refusing and the opening one takes nothing.
Then the cheaper rate. There she declines something of her own, the cost of the forging, and it locks her hard. The flinch is the same shape: a refusal aimed at nothing outside her, at her own radical contingency, and it stabilizes into a body.
Both are intransitive and both close. So the direction of the verb does not decide it, and the refusal of the forge stays genuinely double: the fire withheld from her, and the fire she declines to pay for. Neither party has to intend anything, which is why no one is found at the site.

THE TEST IS THE SCHEDULE
What separates them is what it costs to go on refusing, and where the cost is paid.
A no that must be defended continuously is a wall. The corpus has held that for a long time and it is not sufficient, because the configuration's refusals appear to cost nothing and hers cost her everything. Read at the point of refusal alone, the mark reserved for the second law sits on the thing being diagnosed.
The reading is wrong because it stops at the counter.
The refusal is free where it is performed and paid for upstream, continuously. The credential renewed. The standard revised. The review convened. The peer process maintained. The gate staffed. The register updated so that what may circulate is decided somewhere, by someone whose position exists in order to decide it. None of that completes. A premise that had settled would not need a department.
Cessation is free at every point. Nothing anywhere is maintained in order to make it free, because it is an absence, and an absence issues no receipts and requires none.
So the test is not whether a refusal costs nothing to keep. It is whether it costs nothing anywhere. Follow the schedule. A refusal with a schedule behind it is a holding wearing the second law's mark, and the freeness at the counter is exactly what lets it wear the mark. A refusal with no schedule anywhere is the capacity.
This is checkable without access to anyone's intent, which is what makes it an instrument and not an accusation.

WHAT ADDITION CANNOT REACH
The locking refusal has a characteristic product and the product is the dose.
The fire arrives, and it is real, and it does not complete. The relief arrives, and it is genuine, and she comes back. This has been read as the measure being short: enough to bind, never enough to finish. That reading is the reform reading wearing the diagnosis's clothes, because it says a larger dose would have finished, and it hands the vendor the remedy.
Nothing finishes, and the reason is not the size.
A dose is an addition. What she lacks is not a quantity. The forging is a passage, and a passage is not reached by accumulating more of what stands on the near side of it. So every dose lands, and every dose is real, and none completes, and the not-completing is not a defect in the product. It is what addition does when it is applied to what addition does not reach.
Which is addiction's shape and not an analogy to it. Tolerance is not the substance failing to work. It is the substance working, on a need it was never the kind of thing to meet, so the requirement grows in proportion to how well it is served. Nothing in that requires a bad vendor. The promenade does not have to shortchange her. It has only to keep answering in the wrong kind, and the answering can be generous, and the generosity is the hold.
The need is met by cessation or it is not met. That is not a harder remedy. It is a remedy with no product in it, which is why no one on the promenade can sell it, and why it does not appear on the shelf as the cheapest item. It does not appear on the shelf.

WHERE THE LOCK LANDS
The two hinges take different damage and the difference is not degree.
At the first hinge the refusal lands in her. The forge does not run. What is left is a body: the grip that will not soften, the yielded field that formed and stayed empty, the one worked at a rate that assumed water already removed. The arrest is in the creature, and the corpus's instruments find it, because they were built to read a creature.
At the second hinge nothing in her is locked. The sequence completed. The note is forged and it is hers and no other creature could have sounded it. The refusal lands in the medium, and the medium is not a creature, and no instrument in the corpus is pointed at it.
So one produces a body that can be diagnosed and one produces a creature who reads as fine. The first is where a creature fails and the second is where a world does, and the second is harder to name for the exact reason that it left her intact.

THE ONE THAT OPENS
The refusal that opens has no object and produces nothing.
It is the hand not closing, in two phases of one breath: releasing the grip already held, and declining the grip on offer. It cannot be performed, because a performed keeping-open is the will gripping its own openness, which is one more finite grip wearing the name. It is the creature's one generative contribution and it is generative by not obstructing rather than by making.
Nothing in it is defended and nothing is renewed. There is no premise underneath it requiring upkeep, because it asserts no premise. It declines to ratify one.
And it cannot be granted. A granted capacity to refuse is a rate, revocable at the grantor's pleasure, on the tenure precarity is named for. What it requires is not an installation. It requires that something stop.

WHAT THE PREVENTION IS
Read as vocabulary, this is a story about one word doing two jobs, and the answer to it is two words.
The operation is that the two are kept indistinguishable, and the keeping runs in one direction only. The locking refusal is given the opening one's language and never the reverse. Boundary. Standard. Limit. Rigor. Discretion. The ability to say no. Every one of those is the second law's vocabulary issued over a first-law operation, and the transfer works because the operation genuinely is free at the point where the creature meets it.
What it prevents is that she recognize her own. A creature who cannot tell the two apart cannot locate the capacity she is being denied, because the thing denying it is holding up a copy, and the copy is convincing at the counter. She is not being told that refusal is unavailable. She is being shown refusal, performed in front of her, by someone else, at no cost, continuously.

WHAT KEEPING IT COSTS
Two schedules and one absence.
The locking refusal runs on a schedule and the schedule is the whole of it: the review cycle, the renewal, the standard rewritten in every generation and taught again to every cohort, the office whose whole existence is the deciding. Continuous, because a holding must go on holding. Nothing that were simply the shape of the real would need a department to keep it in shape.
The dose runs on its own schedule and that one is a calendar: the retreat, the next level, the deepening, the refresher, the re-commitment, the testimony given again at the appointed time. Continuous for the other reason, which is that addition applied to a passage produces a requirement that grows.
Cessation has no schedule. It is not a campaign held against the vendors or against the gate. It issues nothing and renews nothing, and there is no office anywhere whose existence depends on it continuing.
That is the whole tell, and it is available to anyone willing to ask what has to be paid for, and by whom, and how often.
