A question genuinely open, honestly answerable, and downstream of one that was settled before anyone convened. It captures not by being rigged but by being real.

The creature is handed a question she can actually answer. Nothing about it is dishonest. It has more than one possible answer, her answer will change something, and the people asking want to hear it. She answers, in good faith and at her best, and the answering installs every question above it that was never put to her.
There is nothing to catch her out. No false premise has been stated, no figure has been fudged, and no one has told her what to say. The capture is not in the answer or in the question. It is in the order, and the order was fixed before the question arrived.

THE LADDER
Questions come in an order, and the order runs from the one that decides to the ones that adjust.
Whether. Whether it happens at all.
Where. The siting, which presupposes that it is put somewhere.
How. The building, the powering, the staffing and the financing, which presuppose the siting.
How well. The mitigation, the benefit at the edges, the giving back, which presuppose all three.
Each rung down is offered as the more practical question, and practicality is the story the descent tells about itself. The higher question is called abstract, ideological, or a distraction from the work. The lower one is called concrete, and concreteness is what the descent is sold as.
By the time a question is practical enough to be welcomed, everything that made it consequential has been answered somewhere else.

WHAT THE TEST IS
A question reaches the table only if it can be assigned to someone, scheduled, funded, and reported on.
That single test does the whole cut. A question about how to do a thing better generates a workstream, a budget line, a partner, and a deliverable. A question about whether to do it at all generates none of those. It produces no output, so it fails the test, so it never appears as a question.
This is why the removed question is not argued down. It does not have to be. It is not received as a question in the first place. It arrives as tone, as ideology, as negativity, as an attitude problem, as not being serious about solutions. The inquiry is not capped by refusing the large question. It is capped by a standard of seriousness that only the small ones can meet.

THE GOOD FAITH IS THE MECHANISM
Everyone at the table can be sincere and the operation still runs, because sincerity is what it runs on.
The people asking want real answers. They will take criticism, adjust the plan, and give credit. The answers will improve the thing. None of that is theater, and treating it as theater misses where the work is done. What is being gathered is not information. It is the record that the question was open, and every honest answer thickens that record.
Afterwards the record reads: consultation occurred, concerns were raised, changes were made. Each line of it is true. What cannot be read off it is the question nobody asked, because an unasked question leaves no trace in a document that records answers.

PRECISION IS GRANTED WHERE IT CANNOT COST ANYTHING
Inside the cap, the standard of rigor is high and it is real.
Water withdrawals are modeled to the gallon. Rate impacts are projected by scenario. Emissions are inventoried, baselined, and third-party verified. The numbers are checkable and are frequently checked, and anyone who gets one wrong is corrected in public.
That accuracy is not the opposite of the operation. It is what the operation can afford. Exactness is issued freely below the rung where the decision was made, and the freedom with which it is issued is the measure of how little it can now change. A creature who wins on the numbers has won at the rung she was admitted to, and the winning is posted as proof that the process works.

THE CHARACTER OF THE HOLDER
There is a second way down, and it goes deeper rather than lower.
The question stops being about the thing and becomes about the one at its center. Is the power held wisely. Is the holder equal to what he is carrying. Has he done the interior work the position asks of him. This reads as the more serious question, because it goes to interiority rather than to procedure, and interiority is where seriousness is assumed to live. It is the same rung. Going deeper on a rung is not going up, and the descent stays intact underneath the profundity.
A question about character has no closure condition. There is always further discernment available and a next stage of maturity, so no answer to it ever settles anything about the holding. It cannot be failed and it cannot be finished, which is what makes it safe to ask.
It also has an addressee, and the addressee is the one who has the power. The creature it is exercised upon does not appear in the sentence except as the condition being assessed, the evidence of his progress. The question does not only cap the inquiry. It reassigns whom the inquiry is put to, and the reassignment presents as accountability.
The remedy follows from the addressee. If what answers concentrated holding is that the holder becomes wise, then every other position now depends on his development, on his schedule, assessed by him. The deciding stays exactly where it was, and it has been sanctified.
None of this requires insincerity, and the wisdom register is better insulated than the technical one. Modeled withdrawals and verified inventories can at least be checked by someone outside the project. A practice cannot be checked from outside the practitioner.

WHAT THE REMOVED QUESTION ALWAYS IS
The question taken off the table has one shape in every instance: whether this proceeds, and who decided that it does.
It is removed most efficiently not by an answer but by a description. The build-out is coming either way. The technology is here. This is the direction of travel. Stated as weather, it names no one, and a precipitate cannot be declined. The second half of the question disappears with the first, because weather has no author to address.
It is a question about authority, and in every case it has an answer with a name, an office, and a signature on it. The siting was approved by somebody. The abatement was voted. The interconnection was granted. That makes the thing installed rather than given, and an installation is the kind of thing that can be refused, which is why it is presented as the other kind.

WHY A BETTER ANSWER DOES NOT REACH IT
The smaller question cannot be beaten by answering it well.
A better answer is scored at the rung it was asked on, and the rung is the capture. Nor can it be beaten by refusing to answer, which reads as having nothing to offer and hands the table its cheapest disposal. Nor by climbing to the rung above, which is also entered by admission: a question a creature is admitted to ask is a question somebody has already decided to allow.
The move is the order, not the answer. Restore the question that was settled elsewhere, name who settled it, and answer the small one second if at all. Not your projections are wrong, but the projections are fine, and the decision they describe was made before I was asked, by a person I can name.
That is what it costs to keep a question open: the small one has to be treated as small out loud, in a setting where smallness reads as ingratitude.

The gentlest form of this is a room where everyone is heard and no one is asked. Attention is abundant there, and it is spent entirely below the line where anything was decided.
A creature who has answered well, at length, and with evidence, and who cannot say afterwards what she was permitted to change, has not been ignored. She has been fully consulted, at a rung, and the record of it will be produced later to show that she agreed.
