The knowing that matters in any practice is fitted by being wrong under resistance, at your own cost, repeatedly, with nobody absorbing it.
Think of flying a plane. Make a mistake, you pay the price. That situation requires a different level of participatory attention than one where someone else pays for your loss.
That is the acquisition condition and there is no second route to it. The correction has to reach the one being corrected, which means the failure has to land somewhere he cannot delegate, and the landing is what does the fitting.
Accumulation is the capacity to place the cost elsewhere. So the operation that constitutes the position is the same operation that forecloses the learning, and this is not a misfortune attached to wealth. It is the definition, read from the other side.
He can buy entry to the room where the work is done and stand there as long as he likes. What is not for sale is the twenty years in which his errors arrived at him and had to be carried.

THE SEAT, FUNDED
The seat perceives without participating, the eyes operate with no face behind them, and the position is constituted by not being in what it looks at.
This is that position with a balance sheet under it, and the two are not the same. The seat is not in the situation. The unexposed position is in the situation and has arranged not to be reached by it, which is the harder case, because from outside it looks like presence and from inside it feels like it.
He is at the site. He funds the work, attends the review, walks the floor, asks real questions. Every marker of participation is satisfied except the one that does the teaching, which is that when the thing fails, it fails on somebody else.

WARMTH IS WHERE THE CORRECTION STOPS
The transmission breaks at a specific joint and the joint is the direction of payment.
An apprenticeship requires that the teacher be able to say not like that, and that the one being taught have to take it. Reverse who is paying and the teacher becomes a vendor. A vendor does not correct a client, he accommodates one, and he frames the correction as an option, and he opens with what was done well. The channel stays open and nothing passes through it.
The accommodation is received as excellent service, which is what makes it stable rather than embarrassing. He gets a better-feeling education and a worse one, and holds no instrument for telling them apart, because the instrument would have been the correction.
So the tell is the temperature. Where the room is warm, ask what was refused in it. Usually the answer is nothing, and the field formed correctly and nothing kindled in it.

THE BRIEFING SELECTS THE WRONG HALF
Knowledge sold upward arrives pre-digested, summarized, timed to the buyer's calendar, and shaped for transfer.
What survives that shaping is the articulate residue, because the packaging criterion is transferability and the tacit part is defined by not transferring. So the position acquires, at considerable expense, the fraction of a practice that was least load-bearing, and receives it in the form that most resembles having acquired the whole.
He is then briefed, correctly, on what can be said about the work by people who can say it. The ones who can say it best are frequently not the ones who can do it best, since fluency and competence are fitted by different corrections, and the selection into the briefing room runs on the first.

WHAT THE POSITION CAN SEE
An intake determines a map.
The unexposed position has one intake, which is the record: reports, metrics, dashboards, briefings, the audit. So the problems it can recognize are the problems that appear in a record, which are the ones already counted, already uniform across instances, already legible to the four axes. A condition that is real and unposted does not read to it as a problem understated. It does not read to it at all.
This is why the interventions funded from that position so reliably run on top of the operation rather than at it. The operation is the thing producing the record, and a record does not contain the conditions of its own production.
And where it does fund the particular case, it funds it as a pilot, which is the particular case entered as a candidate for the general one, and a particular that is being held as a candidate for generality has already been converted.

RETURNS FOR ALL
Run the cost tell on the phrase and it opens.
If it cost nothing anywhere there would be nothing to return. A return is a flow and a flow has an origin, so the promise of returns is a disclosure that a cost has been located and is being routed, and the only question left is where.
Either the return comes from a party not counted among the all, or the return is what was taken, recirculated with a fee removed, and presented as increase. Follow the schedule and it arrives at a person, and in this register it arrives quickly, because the schedule is published quarterly.

WHAT THE POSITION CAN ACTUALLY BUY
The diagnosis fails if it overstates, and there is a real thing here that money buys.
Time. Instruments. Access. And the freedom to be wrong many times without being destroyed, which is a genuine condition for learning and the reason the patron-naturalist was not a joke. He had the freedom from necessity and he kept the exposure, because the specimen either held up or it did not and his money had no vote in that.
The current form buys the first and removes the second, and the second was the half that taught. What remains is a creature who can fail indefinitely, at no cost, and learn nothing from any of it, which is not the same as a creature who is protected while learning.

WHAT KEEPING IT COSTS
The insulation is not a condition. It is staffed.
The chief of staff, the advisors, the analysts, the consultants brought in for the question nobody wants to answer, the layer whose function is to be wrong first and absorb it, the second layer whose function is to tell him what the first layer found in a form he will receive. The reporting line exists so that failures arrive as information rather than as consequence.
All of it runs continuously, none of it completes, and a position that was actually in contact with the work would not require a department to keep the work away from it. Follow that schedule and it arrives at whoever is holding the failure that was converted into a slide.
